David Cadman, Manager Building Surveying, advises that as building code complexity increases so will the time and effort to check and approve designs by the building surveyor.
Similarily, services designs and the like are also confronted with regulation change brought about by the updating of Australian Standards and the federal governments objective of requiring energy efficient buildings. Their input into a design will also need to increase.
The Commonwealth's "Building Energy Efficiency Disclosure Act 2010" is one example where legsislation is made to demand certain results, in this case the disclosure of information about the energy efficiency of certain buildings.
At a design and approval level, legislation of this standing will require designs to be substantiated not only at the approval stage, but also at a future point in time. Consequently, the parameters relating to an approval may no longer simply reside as a "permit document" by itself. A whole series of additional documents relating to the "design intent and compliance" of a building may be needed.
This additional complexity will by its very nature increase time, effort and cost to get a design up to an approval stage.
